Sir, —When the Premier was approached by the Bible-in Schools Association, asking For the Referendum, he expressed himself as willing to burs before the House a General Referendum Bill. But he declared that there was do hope of passing such a Bill if it included the "popuar initiative." And the Bible-in-Schools Association declare that such a Bill without the " popular initiative " would be of no value to them. Now, what is the "popular initiative," and how does rt work? Will you be so kind as to give us an. explanation?
