(Received May 26, at 9.8 a.m.) Chan El Husan, the new Governor of Hunan province, has issued a proclamation enforcing respect to foreigners. He threatens severe penalties on all agitators. PERSISTENT RUSSIA. ST. PETERSBURG, May 25. The Russians are constructing a railway to the month of the Yalu River, in connection with the Chinese-Eastern system.
