The Harbor Board authorities hare been advised by the Health Department at Wellington that, owine to' the discovery of plague rats in Sydney, the department * considers it necessary to enforce section 14 of the quarantine regulations. The precautions in regard to rat-landing are there fore to ba rigidly enforced. These provide that ships from the infected port must be moored with hawsers only, and must be kept at least Aft from the wharf. Metal d)Ecs are to be fixed about the middle of the hawsers. Where practicable, fenders and fender-slings are to be kept covered • with moist tar. No communication will be allowed between ships and the shore by means of gangways between sunset and sunrise, the portholes and other holes in the ship's sides are to-be closed at night so as to prevent the ingress' and egress of rats, and no other ship or boat is to be allowed alongside without special permission. •
