The British Government have concluded a treaty with Siam, obtaining the right to appoint British Residents at Kelautin and Tringanu, though recognising Siam's supremacy. PARIS, February 27. M. Delcasse, Minister of Foreign Affairs, is withholding ratification of the FrancoSiamese Convention, alleging that Siam is not exhibiting the excellent intentions she piofesses. M. Delcasse proposes the extension of the Hue Bassak Railway to Bangkok, and also the construction of a tine on the rimht bank of the Mekong to Mongkai. . Thi3 really is an attempt to silence the outcry made by. the extreme colonial party, which is irritated at the promised evacuation of Chantaboon. The Paris newspapers a'ense the Siamese Envoy of resorting to bribery in order to secure ratification of the treaty.
