LONDON, February 18. ‘ The Times ’ says that it is understood in Sofia that the Powers are prepared to go beyond mere moral suasion, and that they will compel acceptance of the reforms for Macedonia. Doubt is expressed in Vienna as to whether the proposal of the Powers that a semi-independent Moslem Governor-General be appointed will suffice, if adopted; to check an insurrectionary movement. LONDON, February 18. (Received February 19, at 8.6 a.m.) The King, in the Address from the Throne, emphasised his advice to the Sultan for the urgent need of practical, wellconsidered reform. He hoped that Britain would be able to heartily support the scheme Austria and Russia were preparing on behalf of the Powers. [The reforms suggested by Russia and Austria-Hungary were: (1) The establishment of a financial control over the collection of taxes and over the payment of the officials and troops. (2) The appointment of Belgian, Dutch, ‘or Swiss officials to control the gensdarmerie. (3) The appointment of some high personage, who will be independent of the Yildiz Kiosk (the Court of Constantinople) to exercise a general control over the administration of Macedonia. The Russian newspapers at the time advised the Porte to accept the proffered assistance in the administration of Macedonia, which, they declared, would be advantageous to Turkey, though galling to her pride.] BULGARIA’S EMPHATIC PROTEST; SOFIA, February 18. Daneff, the Bulgarian Premier, made an emphatic declaration iff the Sobranje (National Assembly) to the effect that Bulgaria would assist the Powers in the pacification of Macedonia.
