'The Times's' New York, correspondent states that it is understood that PresidentRoosevelt ban formed definite plans for working the coal mines of Pennsylvania independently of the existing companies. The Cabinet considers the President's plans feasible, and an extra session of Congress to discuss the matter is possible. [ln the usual way, Congress does not meet till December.] COAL FOR THE POOR. LONDON, October- 5. (Received October 6, at. 8.47 a,m.) The International Mercantile Marine Company announce the purchase in England of 50,000 tons of domestic coal, to be used in relieving tbo suffering poor of America ;ind supplying tho public institutions. President Roosevelt continues his efforts to mediate ou a basis of the miners' return to work and an understanding that Congress shall consider their grievances.
