The Berlin correspondent of 'The Times' eays that negotiations regarding the Boer generals securing an audience with the Kaiser are. progressing between Berlin and London. If preliminaries-cannot bearrarged, Chauvinistic opinion will throw the responsibility on Great Britain and spare the Kaiser.
