General Velutini, a National delegate, arrested the manager and the employees of the French Cable Company at Carnpano, Venezaela. The French Consular Agent, who intervened, was also arrested. The cable has been cut, it is believed, by the Venezuelan gunboat Restanrador. The French cruiser Tage is expected at Poito.
