LONDON, September ’2B. (Received September 29, at 3.49 a.m.) Many people in Efigland interpret the manifesto as an ill-managed attempt at “bluff.” Boers at The Hague deny that the fugitive officials seized the Transvaal State moneys. They maintain that, whatever suifls were available were dividea amongst the different commandos in the'4Transvaal and Orange State Jbefore Mir Kruger's depz^jture. The Dutch newspaper reporters, who bad not so far been contradicted, recently represented Botha as pubQcly thankingihc Dutch and Continental nations for having forwarded the chief relief in connection with the concentration camps. Botha has now written a letter in which he complains of the reports of Ins last Monday’s speech. He repeats, that he then stated that assistance for the widows and orphans had not emanated from the Netherlands alone.
