AN OUTSIDE COMMENT. Press Association—By Telegraph—Copyright. SYDNEY*, July 10. (Received July 10, at 10.4 a.m.) The ‘ Daily Telegraph,’ commenting on the New Zealand Budget, says that it discloses a very enviable position. Not only is it satisfactory in respect to the Government and their finance, but the co’ony undoubtedly continues to enjoy the prosperity which set in ten years ago, and still g'ves signs of progressive improvement. The paper refers to the shrewdness of its commercial representation abroad in obtaining such a large share of the South African trade, and commend* the Government s 1 erne of small settlement, wliich is a notable achievement and, like the surplus, an enviable one.
