LONDON, February 13. (Received February 14, at 10.40 a.iru) The luncheon and presentation of an address m a gold box by the City of London to Mr Chamberlain, in recognition of his statesmanlike qualities ai>i patriotism in the true interests of the Empire, was a great function. The gathering inchidfid many members of the Cabinet. Mr Chamberlain received a tremendous ovation. He insisted, now that the war was erdmg, that the country must be careful that its emotions were not allowed to overpower its common sense. [Mr Chamberlain, here repeats Lord Salisbury's warning, made at the Junior Constitutional Club on the 6th inst., to the effect that the struggle in South Africa had reached a sta.ge when suggestions of the intellect ought to carry more weight than the emotions.]
