Press Association—By Telegraph—Coypright. LONDON, February 13. The ' Standard's * Shanghai correspondent states that Chang Chi Tung and Lir. Kun Yi (the Yangtse Viceroys) are going te Pekin to discuss the question of the removal of the capital of the Empire, to Hsiangkiang or Nankin.
