INHUMAN PARENTS.

The Montreal Board of Health has taken a most decided stand against child insurance, and will recommend that in the future no insurance be allowed on a child's life until it is at least ten years of age. This decision has been arrived at through the rapid increase in infant mortality in Montreal. "It was shown that manv infants were insured, and' in some cases these were neglected when ill in order that .the parents might collect on the policies. It hardly seems possible that parents could do such a thing, but the same charge has often been made in England. It is reported that the Montreal statistics are so conclusive that it is probable the Canadian Parliament will forbid child insurance entirely.
