(Received February IS, at 9.35 a.m.) In the House of Commons, during the discussion on the Procedure Bill, Sir H. C. Bannerman and Sir W. V. Harconrt contended that the punishments were too drastic, and especially aimed at the Nationialists. The insistence on an apology was humiliating, immoral, audi unnecessary. Mr Baifonr and Mr Chamberlain denied that the rules aimed at the Nationalists. They were framed against offences, rot individuals.
