Tlie socialist, members in tie Chamber cf Deputies caused a scene yesterday, protesting against the vote of 3,000,000 francs in connection with the Czars recent visit to Compiegne. They declared that France's precipitate retreat from Mytflene ports was due to Russian pressure. M. Delcaase (Minister of Foreign Affairs) denied that there was a shadow of pressure brought to bear upon France on that occasion—Le., when seeking to bring Turkey to a sense of her obligations.
