(Received September 24, at 9.50 a.m.) Owing to the delay and extra cost involved by mail steamers making Fremantle the first port of call, the Federal PostmasterGeneral has approached the Imperial Post-master-General with a view to reverting to Albany. It is understood that the Kanaka Labor Bill will abolish licenses for recruiting, while the agreement with the kanakas at present employed in Queensland will be validated. These agreements may be renewed for" a further term to be fixed by the Bill, after which it is absolutely determined that black labor shall cease and the kanakas reformed to their inlands.
