Harcourt's pessimism over the financial prospects of the late Republics. Already, he said, the Orange River Colony showed a surplus. Sir M. Hicks-Beach stated that the coal tax concessions,; amounting to three-quar-ters of a million, would be provided for out of loan funds. He had still £19,000,000 in hand. During thirteen months of the war £45,000,000 had been provided out of taxation. The Bill was read a third time by a majority of 170.
