TECHNICAL EDUCATION.

THE NEW REGULATIONS. WELLINGTON, January 18. The Education Department has prepared regulations under the Manual and Technical Instructions Act, 1900. The "controlling authority" is to receive from the public funds a capitation of l£d for every attendance of a pupil over thirteen years old at any " continuation " class—that is, a class commencing not earlier than 4 p.m. Grants are to be given for special subjects in school classes. These will include Is per head per annum for modelling, etc., in Standard n. Sixpence per head for kindergarten work. Two shillings per head for modelling, brush, wire, and basket work, etc., in Standards 111. and TV. Two shillings and sixpence for modelling, drawing, painting, carving, etc., in classes not lower than Standard \. Two shillings and sixpence for each pupil in or above Standard V. who shall have received not less than twenty lessons in first aid and ambulance (boys), or in first aid and nursing (girls)', cottage gardening, swimming, and life saving. Ten shillings per annum for each boy who has undergone thirty weeks' instruction for two hours weekly in wood or iron work. Ten shillings per annnm for each girl who has received not less than forty hours' instruction in cookery or dairy work during the year (for both courses 15s). Five shillings for each girl who has had twenty hours at laundry work, or forty hours at dressmaking. Two shillings and sixpence for each pupil who has had not less than forty hours at elementary agriculture, physics, or chemistry. For buildings for school and special classes established by a board of education the whole cost may be granted; for biddings for associated classes controlled by board two-thirds of the cost; all other classes half-cost. Grants for " material" may cover the whole cost in the case of school classes or classes for teachers and instructors; for other classes they shall not in general exceed two-thirds of the cost. The Minister is empowered to establish scholarships for competition among pupils attending any classes established under the Act. .
