ihe German Federal Council decided that the new century is to begin l=l r ,° Uf ii 1 , OU -^ en ? a ' 1 ? ? n January 1, 1900, but (sajs the Standards correspondent at Berlin) the Emperor William has now ordered that the ceremony of the Congratulatory Court on Eew Year’s Day. when the Court, the Imperial Chancellor, the highest civil and mililary authorities, etc., are present, shall take place on the last nigrhfe of the current year the procession marching past their Majesties just as the hells of all tho churches are striking the hour of midnight, All tho universities and academies are to celebrate the event by special ceremonies. Tho colors of all tha regiments arc to receive special ribbons in memory of tho occasion, and postcards are to bo printed showing Germania surrounded by a laurel wreath, and in the left comer a rising sun with the number 1900. One million and a-half of these cards are to be printed and sold on December 31. Since, however’ there are in Germany quite ns many persona as in other countries who hold that the century does not begin till January 1, 1901, the paper war on the question is being vigorously revived.
