WELLINGTON, March 21, Mr C. Wilson, M.H.8., publishes to-day synopsis of the speech he intended to deliver on Thursday evening to his constituents at Petone. Amongst the subjects to be dealt with are the necessity for a reconstruction of the Ministry; autocracy and Ministerial wrongheadedpess ’ f a recent episode, and some remarks thereon y dumb .dogs, and party loyalty- 'Hie speech k expected to be pungent and piqpant. Mr Wilson declares that he will not attend the Ministerial caucuses next Practically his vote is lost to the Government.
