SPEECH FROM THE THRONE. THE NEW LIBERAL LEADER. Press Association—By Telegraph —Copyright, LONDON, February 7. (Received February 8,1599, at 9.20 a.m.) The forecast of the Queen's Speech to be read at the opening of Parliament today refers to the pacific relations with foreign countries ; congratulates the people upon the victory at Omdurman; and makes sympathetic reference to the Czar's Peace Conference. Bills are promised dealing with municipal government in London, secondary education, regulation of limited liability companies and usurers, the purchase of workmen's dwellings, adulteration of food, and an amendment of the Factory and Agricultural Holdings Acts. It is not proposed to. make any increases in the army or navy. ' The Times' says the Government programme is colorless and tame, and that a tranquil session may be expected. . . . .
At a meeting of the Liberal party the Right Hon. Sir Henry Campbefl-Banner-man (member for Stirling Group) was unanimously elected leader of the party in succession to Sir W. V. Harcoujrt. Mr: Campbell-Bannerman, in returning thanks, promised to offer a vigorous opposition to the Government. (Received February 8, 1899, at 9.50 a.m.)
A meeting of the Liberal party to consider the appointment of a successor to Sir W. V. Harcourt was held at the Reform Club. A resolution was passed expressing continued confidence in Sir William Harcourt, and regretting his retirement. • - •■-
The forecast of the Speech from the Throne further congratulates the people upon the settlement of the Soudan and Cretan troubles. Sympathetic reference is made to the murder of the Empress of Austria and to the destitution/wrought by the hurricane in the West Indies, and gratification is expressed at the contribution of a warship to the Imperial Navy by Cape Colony and to India's recovery from plague and famine. Bills are promised dealing with the creation of an Agricultural Department for Ireland, to Scottish private Bills of procedure, and with the question of tithes and rent charges.
