Press Association—By Telegraph - Copy right. LONDON, December 17. A meeting of tbo National Liberal Federation at Birmingham adop'o 1 a resolution regretting Sir W. V. Harcourt’a resignation, and thanking him for his services to tho Liberal party. An amendment asking him to reconsider his resignation was withdrawn. The meeting declined to discuss the question of tho party leadership, and endorsed tho Czar’s disarmament Conference, Mr Asquith questioned the necessity or expediency of the resignation, aud said Sir W, V. Harcourt’s colleagues and the rank and file in the House of Commons had given unreserved support. He ridiculed the idea that a number of ambitious gentlemen were trembling in competitive eagerness to occupy the vacancy.
