Household suffrage is provided, tho property qualification being, however, retained. The new form of suffrage depends Upon approval by a referendum of the Legislative Assembly and tho electors. MELBOURNE, November 17. Tho Legislative Council adopted a re* solution iii favor of amending the Educa* tion Act, allowing religious instruction _ in schools, provided it does not interfere with the usual secular instruction. EYDN EY, No vem ne r 17, In tho Legislative Assembly tho Budget debate is proceeding. There is strong opposition to tho tea and rice duties.
