LONDON, October 28. The Cabinet meeting lasted" two hours. Baron De Courcel had a prolonged interview with Lord Salisbury. • It is rumored in Paris that Great Britain is about to proclaim a protectorate over Egypt.
LONDON, October 28. (Received October 29, 1898, at 9.56 a.m.)
‘The Times’ states that the Cabinet endorsed Lord Salisbury’s policy with regard to Fashoda. The ‘Standard 1 states that the British Government have decided to show Major Marohand every hospitality and not deport him from Fashoda) but simply disregard his presence, and not permit him to obtain munitions of war.
CAPE TOWN, October . 28. In tho Cape Parliament Herr Schreiner stated that communications had been exchanged with tho Imperial authorities relative to the steps to be taken in the event of war with a European Power, He was informed it was not necessary at present to mobilise the forces.
A PROTECTORATE OVER EGYPT.

LONDON, October 28. (Received October 29,1898, at 3.20 p m.) Tho ‘St. James’s Gazette’ states.that it is rumored that tho proclamation of the British protectorate over Egypt is credited in well-informed circles.
The French Press assert that Russia has promised to assist shortly in raising the whole Egyptian question. Lord Kitchener urges the creation of an Egyptian navy.
