Interviewed by a representative of the 'New York Herald,’ he intimated that England was awaiting the submission of terms from America for the establishment of closer relations between the two countries. England would consent to anything of a reasonable nature. He confirmed the report that an agreement has been arrived at .between Great Britain and Germany respecting the settlement of all territorial differences iu Africa between the two countries.
