LONDON, August 13. Greece has made no attempt to raise an indemnity loan, and she offers every obstacle to the proposal for international control. The outlook is considered to be exceedingly unsatisfactory. CONSTANTINOPLE, August 12. The Sultan has despatched an envoy to India with the object of stirring up strife there.
