The Vienna correspondent of ‘ The Times ’ telegraphs that if the Powers fail to compel the Porte to execute new reforms the resources of diplomacy are well-nigh exhausted, and it would create a most serious situation.

The Sultan has promised that the Austrian Ambassador would extend reforms to the whole of the Empire. CONSTANTINOPLE, December 14.

The Embassies have demanded within forty-eight hours the recall of Saadeddin, the Porte’s envoy to Corea, for thwarting Vali.
