Sorai Dr.NEDiN.—Tho Mayor (Mr C. Fisher), Crs Shacklock, Thomas, Fiddes, Holley, and M'Key attended Monday night's meeting of the Borough Council—George Robb3 wrote complaining that his request that the drain in Cutten street, leading from the Workshop Hotel, be put in order had not been attended to. The Mayor said it wa3 a matter between the landlord and the proprietor of the hotel. He moved—" That the matter be again referred to the inspector, with instructions that if a nuisance were being caused to se 3 that it was removed at the expense of one or the other." Carried. — It was decided to repair that portion of Cargill road between Ogg's corner and Reid road.—On the conclusion of the ordinary business the Mayor said he had a pleasing duty to perforin, and that was to present the late mayor with an illuminated address. Mr Wardrop had displayed ability, integrity, and a spirit of impartiality during his occupancy of the civic chair. The address, which voiced the sentiments of the Council and burgesses generally, was in these terms: — .

William Wardrop, Esq., J.P., Scuth Dunedin. Dear sir,—On your retirement from the mayoral chair this Council feels itself called upon to express to you a tribute of their respect for the long and devoted services you have ungrudgingly given to the Borougn' of South Dunedin. You have been connected with this body for a period of twelve years, during seven of which you have ably held the highest position in the giving of the ratepayers, and by your dignity, impartiality, and perseverance you have won golden opinions from all- . , ~ Your efforts in the interests of the ratepayers have beep most fruitful, as the monuments of your industry on all sides show. To your masterly activitv we owe the £IO,OOO loan, the construction of the Cargill road drain, and the widening of the Anderson Bay road. Amicable, courteous, and considerate, your actions on every occasion have borne testimony to the wisdom of your mind and the goodness of your heart. The fruits of a man s achievements are the best cjrnment on the quality of his ability, and yours are of the richest and the be t. May the retirement you uow seek bring that sweetness of r pose your pub'.ic duties have so well eirned. With best wishes for the future prosperity, i>eace, and happiness of Mrs Wardrop and yourself , ~ , [Here follow the signatures of the mayor and councillors.] Mr Wardkop, in reply, Bftid he received the address with feelings of pleasure and satisfaction, and felt very gratified to know that he had won the respect and confidence of those with whom he had been associated. He entered the Council twelve years ago, when it was in the midst of prosperity, when iti future seemed mo3t promising, and during his long connection with it he had always striven to do his duty conscientiously and to the best of his ability, though this he thought anyone who was called.to a public position should do, and it was what the ratepayers should expect. Mr Wardrop thanked them for the consideration, kindness, and forbearance they had extended to him, and he said he would give a place in his home to the address they had presented to him, and his family, he was sure, would look upon it with feelings of pride and satisfaction.—(Applause. )—After the ordinary meet ing a Bpecial meeting of the Council was held, when the following resolution was moved by the Mayor and carried: — "That the Borough Council of South Dunedin obtain a special loan, under section 210 of the Municipal Corporations Act, 1886, on the security of the general rates, by issuing twenty debentures at £WQ

each, which will have a currency of twentyone years ; the sail) debentures to be issued for the purpose of paying off twenty debentures falling due on the Ist day of May, IS9O. Coupons to be payable at the Corporation bankers' at South Dunedin and the branches of the Bank of New Zealand every six months on the Ist day of November and the Ist day of May respectively." It was also decided that a special meeting of the Council bo held on the 28th prox. to confirm the foregoing resolution. St. Kilda.—The regular meeting of the St. Kilda Borough Council, held last night, was attended by the Mayor (Mr Culling), Crs Farrell, Gourley, Mitchell, Dent, and Eager.—Mr J. Williams, secretary of the Dunedin City and Suburban Tramway Company, wrote stating that Mr Robert Hay, iIE., had been appointed to act as arbitrator on their behalf in the valuation of their plant in the St. Kilda Borough.—lt was decided to metal five chains of the-Quceu's Drive.
