ST.. PETERSBURG, January 39... .The Russian Government' have submitted to the Czar a proposal to expend 400,000,000 roubles, extending over a term of seven years, in building a warship for each warship constructed by England. The Czar has approved of the scheme. CALCUTTA, January 23.
The Indian Council propose to tax all cottons 3ipercent., making exemptions in regard to English and Indian yarns.
