DUNEDIN'S SEWERAGE SCHEME.

TO THE EDITOR. Sir,—ln answer to Mr H. S. Fish’s letter in your issue of the 21st I would ask, if the mayor were agreeable to a vote of the ratepayers being taken as per the loan for the Dunedin Sewerage Bill, why did he go to Wellington to lobby against Mr Millar’s amendment in the Dunedin Loan Conversion Bill, that a vote of the ratepayers should be taken before the £IOO,OOO, which is anticipated will be realised from the sinking fund, is expended? Why should a vote of the ratepayers be taken in the one case and not in the other? Or has Mr Fish changed his opinion on this subject on account of the ensuing mayoral election ? Mr Fish says that under clause 3 of this Bill the Corporation can do the connections, etc., with the main sewer and charge the ratepayers, who can repay the money by fifteen yearly instalments—as if it cost, say, £lO, then the property-owner would have to pay the small sum of 8s yearly for that period. Now, this I cannot understand, for 8s for fifteen years only amounts to £6, and, the expenditure being £lO, who is going to lose the £4 and interest which, as I understand by the Act, is to be charged ?—I am, etc., Ratepayer. Dunedin, October 23.
