The refusal by Great Britain to abrogate commercial treaties with Belgium and Germany has aronsed mnoh feeling in Canada. LONDON. April 26.
‘ The Timee ’ says that Australian federation appears to be stagnant, and that colonial Parliaments seem to be too hampered with local matters to discuss a question of snob moment. It therefore thinks that It would be better to refer it to a general convention.
Six hundred steamers are lying idle at ports between the Hnmber and the Tyne. The total value of these vessels is estimated at seven millions. The cause is attributed to the Durham strike.
An Indian L 1,300,000 3 per cent, loan, with a minimum of 94, has been issued. SOFIA, April 25.
The dynamite found at Bustohnk was intended to be used in a plot against Prince Ferdinand and the Sultan of Turkey. Fifteen of those concerned have been arrested.

Bishop Turinaz, of Nancy, has issued a violently worded pamphlet declaring that the slavery to which the church has been subjected since the Republic was established is becoming intolerable. MADRID, April 25.
The Spanish Government propose to sell mountain land belonging to the State, to sell the monopoly of matches, and to increase the taxes.
LONDON, April 25. Mr Dillon has decided not to retire from political life.
