“Subscriber,"— The chief planks of the Democratic party of the United States are Civil Service reform and tariff reform in the direntlon of preetruds. “Ju addition to the difference between the two parties on the tariff question, there are certain historio linos of divergence between them growing out of their attitude during the Civil War. Thus the Republicans tend towards a centralisation of power at Washington, while the Democrats ate committed in theory to keeping as much power os possible in the hands of individual States.” It may bo fairly said that the Northern States and California are solidly Republican, while the South gives a block vote for the Democrats. With the exoep'ion of the last Presidential election, New aq-k votes Democratic; but General Harrison managtJ to secure the vote of the pivotal State by a majority at **oo out of a poll of over a million. The only two Northern states that supported the Democrats In 1888 were Co’hnesticut and New Jersey.
