THE NEW SOUTH WALES PARLIAMENT.

SYDNEY, July 15.
The Governor, in his opening speech, said that in response to the opinion largely expressed during the recent General Election, the first business of the session would be to remodel the electoral law, and to give equal voting to every man and self-registration. The question of federation would be brought forward without delay, also a comprehensive measure of local self-government. Bills were promised to mitigate the effect of labor disputes, to amend the mining laws, to regulate workshops and factories, espeoially with reference to the employment of women and children, and to extend to the people the right to determine the number of hotel licenses which should be granted. The House would be invited to remit the duties imposed on certain artioles necessary for manufacturing purposes, and to legislate in the direction of giving secure occupation of grazing and agricultural land,
As soon as the House met this afternoon Mr Dibbs moved a vote of want of confidence in the Government, The debate is proceeding,
