UPPER HOUSE REFORM.
10 TBS KDITOB. Sua,—Every true lover of constitutional government must thank you for drawing attention to the radical difference between Sir George Whitmore's and Mr Balance's Bills. Be he Liberal or Tory, retaining the power of nomination in the bands of the Government of the day (one man) Is an evil one. The people alone should decide. The colony of Viotoria, with this power in the hands of Mr Berry, would have been landed in rebellion; and how they blessed themselves their Constitution was different to ours! The mischief a Premier with a nonjudicial mind could do would be immense. Numbers will tell in the future, and we are too frequently led astray by flattering demati >guw of any party. That working, intolli-
gent men will gradually weld themselves into a sonnd, solid structure is obvious. The danger is the political demagogue; he is so attractive and void of all principle.—l am, etc., NewZealandkb,
