THE FEDERAL CONTENTION.

At to day’s sitting, Mr Dibba gave notice of a motion that Sydney should be the federal capital. When the Committee resumed, Mr Munro’s amendment to reduce the representatives in the Senate to six for each colony was negatived. Mr Kingston moved in the direction of leaving the method of election of senators open in order to permit of the States to exeioise their own judgment. Mr Gillies thought it would not do to allow the people to elect directly to the Senate, because.the men elected would only represent a majority and not give a fair representation of the whole. At present the two Houses substantially represent the whole. Of course some colonies were content to have a nominated Upper House, biit that was their own look out. He considered argdments in favor of direct representation on the Senate unsound.
