HOME AND FOREIGN.

[By Electric Telegraph—Copyright, | [Per Press Association]

THE STATE OP FRANCE. PARIS, December 20.

(Reoeivcd December 21, 1888, at 12.45 p.m.)

M. Le Coup, in his speech in the Chamber of Deputies to-day, asserted that all the evils of France arose from the instability of her Ministries, which were constantly changing. France was constantly exposed to the danger of having to submit herself to the lowest of men. This last reference was understood to be aimed at Boulanger. The salvation of. the Republic, M. Le Cour urged, depended on the formation of a powerful Ministry, which was the only way in which an alliance of these factions, whose object was to strangle the Republic, could be coped with. M. Floquet's reply is generally considered to have been feeble.

DISBANDMENT OF AN ANCIENT CORPS.

LONDON, December 20. The Honorable Artillery Company of London, which is the oldest military corps in the Empire (dating from 1585), has been suddenly disbanded and the guns removed. The members recently agreed to the scheme proposed by the Prince of Wales and the Duke of Portland (who are captain-general and lieutenant-colonel respectively of the corps) to place the company under the volunteer system. The members, however, refused to pass a motion to grant LSOO for military purposes, and the Prinoe and Duke threw up their commissions. The War Office thereupon disbanded the corps.
