Sir Graham Berry states that he was not aware, when he made the protest to Lord Enutsford against the deportation of recidivistes by France to New Caledonia, that England had agreed to yield the New Hebrides to France on condition that the latter ceased sending convicts to the Pacific. He called the attention of the Secretary of State for the Colonies to the deportation of the last batch of the recidivistes, earnestly desiring to prevent the Australian colonies retaliating by legislating for their own protection. Sir F. Morell Mackenzie has removed another piece of loose cartilage from the Emperor's throat. Since the operation there has been a great improvement in the condition of the larynx. Sir F. Mackenzie, Bince the operation, is more steadfast in his opinion that the disease from which the Emperor is suffering is not cancerous. TJlhe Minister of Finance for India estimates the deficit for the year at 1.700,000. He asserts that the deficit is caused by the necessity of setting apart a million for the special defences, which are required to be urgently pushed on. France having rejeoted the Italian commercial proposals, parleying has been terminated. The French squadron in the Mediterranean fired twioe at the Italian steamer Solferino when between Genoa and Nice. Inquiries made into the circumstances connected with the firing prove that the affair was quite accidental, and the incident has been arranged satisfactorily. The M&rylebone Cricket Club have declined to endorse the rule laid down by the County Clubs' Conference in reference to the question of lbw. The ' Standard,' referring to the question about lbw, hopes that the Marylebone Cricket Club will leconsider the recent decision of the majority of the county clubs. It is reported that General Gourko will be appointed to the command of the Russian forces now stationed on the western frontier. The Admiralty have dismissed all the officials guilty of complicity in the Devonport Dockyard frauds, and have also reduced all who have been shown to have been negligent in detecting such frauds. The leading French lapidaries pronounce that the rubies brought Home by Mr Richard Pearson from South Australia are. of excellent quality. The attack of the Abyssinian rebels on the. outposts was commenced on Thursday last at daylight. It is stated that the police authorities io. Dublin have discovered a plot for the murder of Mr A. J. Balfour, Irish Secretary. The freedom of the city of Birmingham has been presented to Mr Chamberlain in recognition of his valuable service in connection with the Canadian fisheries dispute. Forty villages have been submerged, and it is estimated that 10,000 persons have been ruined and rendered homeless by the disaster. The floods in East Piussia have rendered 300,000 people homeless, and damage to the extent of 100,000,000 murks has) been caused. Ten thousand head of cattle were drowned. Emperor Frederick is suffering from sleeplessness, and is much troubled with coughing. Consols are at lOlf; New Zealand 5 per cents., 105J; inscribed stock, 104. Heavy withdrawals of gold have taken place for shipment to Germany. The holder* of the new 3 per cents, are not inclined to agree to the conversion paid off on April 5. A cargo of Australian wheat on passage has been sold at 32s 6d. The weekly returns of the Bank of England, published to-day, show the total reserve in notes and bullion to be L 15,040,000, being a decrease of L 1,360,000 as compared with last week. The proportion of reserve to liabilities is 37 per cent. The money market is active. The bank rate of discount remains at 2 per cent., and the market rate at 1J per cent. The sugar market is flat. German beetroot is quoted at 14s. Mutton tallow is quoted at from 25s to 265; beef, 23s 6d to 24a. The number of casks in stock iB 6,000. Australian tin is 5s less, and is now at L 166. The copper stock is 153,000 tons. The quotations for galvanised iron are unchanged. The directors of the Bank of Australia have declared a dividend of 6 per cent At a meeting of the members of Mr Gladstone's party it was decided not to offer lany opposition to the Local Government scheme, v Sezzido Ehalif succeeds to the throne of Zanzibar. • •' Sir Dillon Bell has had an interview with M, Pasteur with reference to the latter's scheme for exterminating rabbits. Sir Dillon appears satisfied that the introduction of microbes is feas'ble, and could be uied with safety. The full nature of the interview has not been disclosed, but it is understood that M.' Pasteur revealed the whole process of his scheme to the New Zealand representative. ' ■• Sharp outpost fighting has taken place at Soati, and it has been the means of checking the advance of the rebel?. It is thought that the scarcity of water and the want of food will compel the Negus-of Abysßinia to commence fighting. ' ' The election for the House of Commons to fill the vacancy caused by the death of Mr Frailk Ash Yeo, M.P. for West Gower, Glanmorganshire, resulted in Mr Randall, Home Ruler, being re turned. Mr Randall polled 3,964 votes against 3,360 by his opponent, Mr Llewellyn. H.M.S. Orlando will enter on her eommissioß for Australian waters on April 25. H.M.S. Nelson will be presented to the Australian Governments. General Boulanger has withdrawn from the contest for Lachu. The Right Hon. John Bright, speaking at Birmingham, declared that federation was a dreim of absurdity, aud contended that the colonies would never become responsible for the warlike policy of Great Britain, and the divergent tariff would also prove and continue to be an obstacle. , The Rusrian Government are about to ass: the Great Powers to declare that Prince Ferdinand of Bulgaria is a contumacious revolutionary usurper.
