At a Communist meeting General Boulanger was strongly denounced. A number of the deputies belonging to the Left have issued a manifesto protesting against General Boulanger's pretensions. Boulanger will probably be relegated to the retired list.
BISMARCK'S TRIBUTE TO THE
COLONIES,

Prince Bismarck, on moving that the thanks of the Reichstag be given to the friendly Powers for their expressions of sympathy on the occasion of the Kaiser Wilhelm's death, referred in a marked manner to the touching signs of sorrow displayed at the Antipodes, which he declared was unprecedented in the annals of .history. The people of the Antipodes, he continued, desired to lay wreaths and palms on the dead monarch's tomb.

A DISGRACEFUL CANARD. New York, March 19.
A despatch has been received here from Berlin of a sensational nature. It slates that Sir Morell Mackenzie has frustrated a plot to prevent the Emperor Frederick from succeeding to the throne. The other medical men intended to excise the larynx, and thus render the Prince ineligible to assume the monarchy.

The Emperor, in his Message to the Reichstag, said he would follow his father's example, foster the welfare of his people, guard the honor of the Empire, and maintain peace. He thanked the deputies for their unanimity in providing for an increase of the defensive power of the country.
