THE SOCIALIST BILL ABANDONED BERLIN, February 15. (Received February 10,1888, at 12.30 p.m.)
The Reichstag has endorsed the advice of the Committee which recently reported adversely on the proposed Socialist Bill, which has consequently been withdrawn.
COLONIAL AFFAIRS
LONDON, February 15,
Lord Dunraven, presiding at a meeting of the Colonial Institute, deprecated a system of State emigration. Referring to the subject of colonial Federation, His Lordship said that the only danger to the Empire in the eventual federation of the Australasian colonies was a possibility that the colonies might then offer better trading facilities to foreign countries than England.

It is stated that the eagerness with which rumors of an Anglo-French-Russian alliance was discussed in Paris was due to the French people being entirely misled as to the object of Lord Randolph Churchill's recent visit to Russia.
MORE DISQUIETING REPORTS. ROME, February 15,
The statement made by M. Flourens, Minister of Justice, in the Chamber of Deputies to the effect that General Briarulton is making an inspection of the Italian frontier, in order to assure himself that the defences are secure, has caused a feeling of irritation throughout this country.
