VIENNA, January 28. (Received January 30,1888, at 1.3 a.m.) The European situation grows worse, and a conference of governors and commanders of corps at St. Petersburg has been held, ostensibly to examine the commissariat. The movement has been regarded with suspicion. REINFORCING THE RUSSIAN FLEET. ST. PETERSBURG, January 28. It is intended in the spring to reinforce the Russian squadron in the Pacific above the strength of the English. HUNGARY PREPARING FOR EVENTUALITIES. PESTH, January 29. Herr Tisza, Premier of Hungary, in his statement to the Diet respecting the Russian military movements, said that the Hungarian Government were taking steps to ensure the safety of the frontier and for placing the Army in a state of thorough efficiency.
