SIR G.C. DUFFY'S CONSTITUTION FOR IRELAND.

LONDON, August 29. (Rebeived August 81,1887, at noon.)

Sir Gavan Duffy, writing in the 'Contemporary Review,' states that Mr Gladstone's Irish policy is fascinating but unworkable, ana Irishmen must frame a Constitution for themselves. He proposes to create a Parliament and Executive similar to those of the colonies; the former consisting of two Houses. The Commons would be formed by thirty-five distriots returning three members, jeach elector being restricted to voting for only two candidates. The probable result would be the return of one - third TJlsterites, and the remainder Parnellites. The latter including eighteen who would be unbiassed in their religious views, would balance parties. The Senate which would be nominated would consist of forty* five members selected from the heads of the Churches and colleges, judges, peers, prominent merchants, and lawyers. In the event of any dispute extending over three sessions both Houses would vote together. All enactments would be subjeot to the veto of the Crown, and Ministries would probably be coalition ones. The position of the Lord-Lieutenant would be analogous to that of the Governors of the colonies. He advocates the payment of members, and suggests that England should control the Customs, but ought to remit a portion of the national debt; that local government should be established, and tenants should be enabled to purchase their farms and holdings.
