EMPEROR WILLIAM'S BIRTHDAY, BERLIN, March 22.

The festivities in connection with the birthday of the Emperor took place today, and were of a most brilliant character. Immense popular enthusiasm was displayed throughout the Empire.

PRESIDENT CLEVELAND'S HEALTH. WASHINGTON, March 22. President Cleveland, who for some time past has been indisposed, has been warned by his medical advisers that he is overworking himself. (Received Match 24,1857, at 1.16 a.m.) President Cleveland's family deny that there is any cause for anxiety in the state of the President's health.

The Governor of Turkestan is inciting the Khans to a close alliance with Russia, promising them high offices in the event of a war with India. The Grosvenor Gallery will exhibit 200 pictures at Melbourne in October. A coroner's jury has returned a verdict ;of murder against the police for bayohetting the rioters in the recent disturbances at Youghal. Tenders for over half-a-million have been received for the Sydney municipal loan of L 333.500. Those at L 101.5 will receive in full. It is reported on good authority that Russian emissaries are displaying considerable activity in Cabul and other parts of tho country. Their object is suspected to bo to foment a rising. An agitation is being vigorously carried on in Bulgaria in favor of throwing off the yoke of Turkey and declaring the independence of the country. The populace everywhere shows great enthusiasm, and is urgidg the Regency to take a bold, plunge. The jury in the Youghal inquest added a rider to their verdict to the effect that the riot was caused, by Mr Balfour's speech, which declared the plan of the campaign to be answerable for the disorder in the country. Great excitement has prevailed at Youghal since the arrest of Father Keller.; Mr Walpole, on behalf of the Australian vinegrowers represented at the Colonial Exhibition, has presented the proprietors of 'The Times' with an address thanking them for espousing the interests of the producers during the dispute about the sale of wines at the Exhibition. Intelligence has been received from British Columbia of the discovery of an extraordinarily rioh goldfield. 5 . Betting on the University boat-race is 11 to 8 on Cambridge.
