Sir Henry Holland’s memorandum to the delegates to the Imperial Conference enjoins complete secrecy in reference to the proceedings. The Victorian delegates bold a meeting on Wednesday. Mr Downer will confer with the members of the Marriage Reform Association on Wednesday.
