The Executive of the Nihilists have detailed fifty of their number to execute the Czar.

Lord Brassey intends to urge Australia to found a Naval College and a Royal Naval Artillery Volunteer corps. The Right Hon. J. A. Balfour, Secretary for Ireland, will to-morrow introduce a Crimes Bill, with many stringent provisions. Mr Sandford Fleming, agent for the Canadian Pacific Railway Company, will bring up at the Imperial Conference the question of a Pacific cable. The Marseilles Council having adjourned, in order to commemorate the Anniversary of the Commune, Premier Goblet is awaiting the Prefect’s report of the proceedings.

There is a suggestion to consider the question of a general disarmament of all the European Powers in order to relieve the terrible strain which is felt all over Europe at present. The proposal is meeting with much favor. It was recently urged that the Pope should call a Congress bn the subject. Turkey has now taken the matter up, and her representatives in the various European capitals are sounding the Powccs with a view to ascertaining whether the proposal would meet with their approval. The question of choosing an occupant for the throne of Bulgaria is apparently no nearer solution. Russia still favors the candidacy of the Prince of Mingrelia, but in accordance with her present policy of abstention from active interference she is not pressing his claims to the post. The Sobranje are prepared to re-elect Prince Alexander. Shares in the Bank of South Australia have fallen LI, in consequence of the withdrawal of LIOO,OOO from the reserve.

Affairs in Afghanistan are not of a satisfactory nature. Several of the tribes are restless and eager for revolt, and a rising is generally expected. The Indian authorities are keeping a dose watch, and making military preparation for any contingencies.
