Colonial Defences.
The Secretary of State for the Colonies has recommended to the Governor of Now South Wales that a new Defence Committee beappointed toattendto the national defences of the country. The despatch, which is a secret one, also suggested alterations that might bo desirable in perfecting _ the defences. It is explained that this is part of a scheme for national defences which has resulted from various Commissions that have sat at Homo to consider the subject. Sir Henry Parkes has accordingly recommended five names for membership on this Committee, viz., Major-general Richardson, Colonel Roberts, Captain Hixson, Colonel Cracknell, and Captain Penrose. The last-named is lately from the Imperial service. The duties of this Committee, who, it is understood, will receive no remuneration beyond that belonging to their positions as heads of different branches of the forces, will be to a largo extent discharged in secret. Similar committees are to beappointed by other colonial Governments, and these committees will deal with matters which affect all the colonies in common.
