The market rate of discount has advanced to 2J, being below tbo bank rate. A requiem mass in memory of the late Czar was held at St. Petersburg yesterday. (Received March 18, 1887, at 2.26 p. m.) Chief Secretary Deakin, of Victoria, has been in commnnication with the Italian authorities as to the mode of irrigation employed in that country, with a view to a representation at the Melbourne Exhibition of the methods pursued. In addition to prosecuting inquiries, Mr Deakin has himself inspected the Cavour Canal.
