IBy Klkctrio Telegraph—Copyright. 1 [Reuter’s Telegrams.] LONDON, October S. (Received October 9,1885, at O.tO a.m.) The Marquis of Salisbury addressed a public meeting at Newport last night. In the course of his speech lie referred at length to European affairs, stating that it was impossible for England to interfere in the revolution in Roumelia. The policy of Her Majesty’s Government was to • uphold Turkish rule wherever found to be compatible with the welfare of the people under her sway. Adverting to domestic affairs, Lord Salisbury advocated extensive reforms in the local government system, and expressed himself desirous of initiating an easy method for the transfer of the land. The Conservative party were quite prepared to reject any proposals for a settlement of Irish affairs that would menace the integrity of the Empire. Speaking on the question of Imperial Federation, Lord Salisbury said that closer bonds of union between the Mother Country and her colonies would be the best means of asserting the strength of Britain in the councils of the world. In conclusion he stated that he was prepared to use every effort to uphold the State Church in England. [‘Argus’ Special to Press Association.] LONDON, October 8. The Marquis of Salisbury, in his speech at Newport, stated that he was opposed to free education and the granting of peasant allotments.
