News of Sir Alexander Stuart’s appointment to the position of Agent-General for New South Wales was published in London at noon yesterday; but Reue’s Agency has since been instructed to suppress the information. (Received October 9. 18S5, at 2 p.ra.) Lord Salisbury, in his speech, threw discouragement on the Irish demands. He advocated the adoption of liberal proposals respecting local government, and expressed a dfcsire to further colonial interests. He also propounded a scheme for the selling of glebes to peasantry.' He advocated the acceptance of an enlarged Bulgarian barrier. The Russian newspapers are greatly impressed with the moderate tone of the Premier’s speech, which they say resembles the Liberal sentiment expressed by the Duke of Argyle and Messrs Goschen and Foster. The Radical Press allege that the speech is simply an attempt to dish the Liberals."
