[By Electric Telegraph—Copyright.] [Reuter’s Telegrams.] THE FEDERAL ENABLING BILL. MELBOURNE, May 28. (Received May 28,1886, at 2.10 p.m ) Mr Service’s reply to Mr Stout’s circular on the subject of Federation has been made public. Mr Sendee expresses regret that the New Zealand Government did not formulate their views earlier. He states that the Federal Council, as proposed, would in nowise interfere with the local autonomy of the several colonies. He concludes by expressing his convictton that the Federal Council, if deprived ef the power of legislation, would be no better in result than the recent Conference.
