TO THE EDITOB.

Sir,— The public have been under the impression that the Harbor Board have been doing everything in their power for some time past to improve and deepen the entrance to the harbor, but according to Mr J. M. Ritchie the public have wen under a delusion, and the Harbor Board are doing nothing of the kind. Will Mr Ritchie or someone else tell us what is the meaning of the works which are at present being constructed at the Heads? We bad fondly believed that these works were intended to improve the bar, and had been sanctioned and approved by one of the greatest marine engineers in the world. If Mr Ritchie can propound a better and more expeditious scheme than that of Sir John Goode, why does he not enlighten the world at once instead of perpetual nagging at the Board as he does ?—I am, etc., Commerce.
